REQUEST FOR EXPRESSIONS OF INTEREST
Host Broadcaster
The Games Organising Committee (GOC) of the 2023 Pacific Games, Solomon Islands, requires the services of an experienced Television Broadcaster and Production Service Provider (Host Broadcaster) to oversee all broadcast facets of the 2023 Pacific Games Honiara, Solomon Islands.
The Games Organising Committee (GOC) is looking for Expressions of Interest (EOI) from any reputable firm interested in providing Host Broadcasting Services.
The bidder must process a high degree of negotiation skills with well-rounded experience in HD video production, technical and intellectual property rights management.
The Games Organising Committee (GOC) prefers that the potential HB enters into a partnership relation with an existing Honiara based Broadcaster.
The winning bidder must have existing relationships with both Anglophone and Francophone broadcasters, with a proven track record in securing broadcast partnerships in French-speaking territories of the Pacific Islands. Also, the bidder must process a high degree of negotiation skills with well-rounded experience in HD video production in the last 4 years, technical and intellectual property rights management.
The winning bidder must have existing relationships with both Anglophone and Francophone broadcasters, with a proven track record in securing broadcast partnerships in French-speaking territories of the Pacific Islands.
A). Pre-qualification Details
The Host Broadcaster and its senior management team must have:
- A minimum of 5 years’ experience in video production, broadcast and distribution.
- A minimum experience of two Pacific Games or Mini Games or any other similar world sporting events as Executive Producer, Broadcast Services Manager or Head of Technical Services.
- Have internal experience with major international sports events with production, Pacific distribution or technical oversight of at least two (2) event such as FIFA World Cup, African Nations Cup, Olympic Games or Rugby World Cup.
- The Service Provider must have Pacific region experience with satellite and fibre video distribution and
- Have evidence of the sublicencing of content and the formation of regional partnerships of events such as Festival of Pacific Arts.
- Previous experience of providing cloud infrastructure and cloud broadcasting of Olympic Games or Asia Games in the recent 5 years.
- Top 5 public cloud service provider globally and top 3 in Asia in terms of the IaaS revenue by Gartner
- The Cloud Service Provider must have experience of providing its own hybrid cloud solution/products, which includes both edge PoP in the Solomon Islands and public cloud region in Sydney with cross connect to each other.
- The Cloud Service Provider must have its proprietary live streaming centre and live transcoding as a standard public cloud service to deliver cloud broadcasting for the games.
- Previous experience of building edge computing nodes locally.
- Previous event production work in the Solomon Islands will be an added advantage.
B). Terms of Reference
- Reporting directly to Chairman of GOC, GOC CEO & Senior Manager Technology of the 2023 Pacific Games.
- Responsible for appointment of all roles for broadcasting and distribution, in liaison with GOC Senior Manager Technology and GOC Manager Broadcasting.
- Liaise with GOC Senior Manager Technology for the use of the GOC WAN Network to channel video streams between all sports venues and an established IBC centre.
- Liaise with GOC Manager Broadcast for the use of an established IBC/Video Production Centre facility for the Production of video content at an established IBC centre and select Venue Production centres.
- Liaise with GOC Manager Broadcast for the use of an established IBC/Video Production Centre facility for the Production of video content at an established IBC centre and select Venue Production centres.
- Work with GOC Marketing, Branding and Image, to market, promote and sell Media Rights of Pacific Games in all participating countries.
- Work with GOC to ensure production content is distributed to regional satellite distribution platforms such as Pasifika TV, Sky Pacific, Kacific Satellite Services and any other regional Television Broadcasting Services.
- Assist GOC to ensure only authorised content is made available for broadcast.
- Ensure that all production material is made available to all viewer through the authorised OTT channels only.
- Provide technical advice to GOC in areas of technical delivery of the regional & international clean feed.
- Logistics management for International and local crews.
- Assists the GOC CEO and GOC Senior Manager Technology, in budget management of all broadcast related expenditures. (Using GOC procurement processes).
- Assist GOC marketing, branding & image management in negotiating media agreements in areas of technical delivery to international & regional broadcast partners.
- The successful bidder must solely act in the interest of the Games Organising Committee of the 2023 Pacific Games, Solomon Islands.
C). Scope of Work
- Provide Daily World Feed – Consisting of live and delayed content constituting an International Broadcast quality of no less than HD 1080i/25 PAL, HD 16:9 format with graphics in 16:9 dirty feed of a minimum of 8 hours a day.
- Provide daily highlights program- A 60-minute program produced daily with a round-up of events and medals. The program will have hosts.
- Provide venue feed from 9 venues with fixed VPUs to the IBC constituting an international broadcast quality of uncompressed video signals.
- Provide ENG coverage and production of other venues.
- Produce official film and/or video for production for documentary of opening, closing ceremony and finals of all sports.
- Make available all live and delayed content approved for distribution on a Cloud based platform.

Bidders Response
Bidders are required to;
Provide documentation in response to the Pre-qualification, TOR and Technology and Operational requirements.
- Provide documentation showing details of a Broadcast technology plan and list of all equipment to be used during the Pacific Games.
- Provide an executable budgeted plan and full contract cost in United States Dollars (USD$) for production and distribution of the 2023 Pacific Games, in Solomon Islands.
